On April 9, NAPH submitted comments to the Office of the National Coordinator for Health Information Technology (ONC) on its proposed ruleregarding the certification of electronic health record (EHR) systems for the purpose of hospitals receiving federal grant funding under the Medicare and Medicaid EHR incentive programs. In its letter, NAPH urged ONC to acknowledge the flexibility afforded by the American Recovery and Reinvestment Act and to adopt a procedure so that hospitals can receive Medicaid EHR incentives prior to fiscal year 2011.

In its comment letter, NAPH urges CMS to reassess its proposed meaningful use definition so that as much of the hospital incentive payments can be distributed to the providers that need them.
