The Affordable Care Act mandates $14 billion in cuts to Medicaid Disproportionate Share Hospital (DSH) allotments from 2014 to 2020. NAPH successfully lobbied to reduce the size of these cuts and to delay the most significant reductions to the later years. The Secretary of Health and Human Services is developing a methodology for implementing these cuts, with the initial round of cuts beginning in federal fiscal year 2014.

NAPH, with approval of the Executive Committee, developed an analytical framework and set of recommendations for the Secretary that would allocate as much of the remaining DSH funding as possible toward safety net institutions with the highest need for DSH.
