Safety Net Hospitals and Changing Care Delivery

“It is possible to build seamless care networks where hospitals and community health centers work together to make sure patients get the right care at the right time. And it is possible to invest in preventive care to reduce chronic disease and lower costs. And you do all of this while providing care for anyone who shows up at your door.”

These were the words of Secretary of HHS Kathleen Sebelius as she keynoted NAPH’s Fall Conference. Not only did she recognize what our members do every day, she also endorsed the creation of Collaborative Care Networks that would ensure all our patients have a real medical home in their community. It was a fitting highlight to two days of leaders networking in a era of change and uncertainty. And given the recent elections, the timing was perfect!

The Secretary’s speech reflected the transformation that NAPH’s members are leading across the country. The Fall conference explored far reaching changes in Medicaid in states like Massachusetts and California, put a spotlight on Accountable Care Organizations, and helped attendees rethink how to partner with community health centers. It also provided an opportunity for everyone to think through what the changes in Congress and statehouses might mean for the nation and the safety net. The meeting set up a two way dialogue between front line caregivers and some of the leading thinkers and policymakers in the nation. The discussion was candid, the energy level was high and no one pulled their punches.

One thing became very clear to me: Our members are some of the leading change agents pushing for a health system designed to put patients first. Our job will be to harness this power in the months ahead to help our systems move even faster while we fight to ensure access to the best care for all Americans. After this week, I know our folks are up to these tasks.
