NAPH Webinars feature experts on issues that impact your work today and deliver critical information at your convenience. Generally scheduled the second and fourth Wednesdays of each month, these 60-minute sessions cover topics ranging from finance to quality to leadership. There is no additional cost for members to register and you may have as many people on the line as you like.     This webinar discussed the Centers for Medicare & Medicaid Services (CMS) proposed Stage 2 Meaningful Use Requirements for the Medicare and Medicaid Electronic Health Record (EHR) Incentive Programs for hospitals and eligible professionals. Key aspects of the proposed rule include changes to Meaningful Use Stage 1 criteria for hospitals, the definition of Meaningful Use Stage 2 core and menu set criteria for hospitals, and changes to the clinical quality measure reporting requirement for hospitals. In addition, the proposed rule outlines the EHR Incentive Program timeline, defines the Medicare payment reduction process/timeline, and makes modifications to the Medicaid EHR Incentive Program.

    NAPH staff Xiaoyi Huang and Kevin Van Dyke outlined these proposed changes, answered questions, and solicited member feedback for NAPH's comment letter to CMS about the proposed rule and its impact on safety net hospitals.

    Participants were asked to review NAPH’s detailed summary and/or high-level summary of the proposed rule in advance of the presentation.

    This webinar built on the concepts discussed in previous safety net financing presentations to engage in a discussion of current financing and payment issues facing NAPH members under health reform. NAPH hospitals and health systems are confronting exponentially increasing demands at a time of decreasing availability of funding. Members must contend with new payment systems under Medicaid, Medicare, and commercial plans, including the new exchanges; ongoing downward pressure on public program reimbursement; the likelihood that expanded coverage will come with inadequate reimbursement rates; and, increasing levels of accountability across all payers. NAPH counsel Barbara Eyman and Sarah Mutinsky explored the impact of these challenges on safety net hospital and health system financing as well as strategies that members can and are using to support their transition to reformed payment and delivery systems and mitigate reimbursement cuts.

    We encouraged participants to review the Safety Net Financing 101 slides in advance of the presentation for a refresher on the fundamentals of financing tools used by public hospital systems.

As the pressure has increased for transparency and payment reform, NAPH has increased activities in quality and safety based on member feedback. NAPH shared information about their activities and asked for feedback in future planning.
