CMS Issues Proposed Rule for CY 2011 Outpatient Prospective Payment System - July 14, 2010

On July 2, the Centers for Medicare & Medicaid Services (CMS) released the outpatient prospective payment system (OPPS) proposed rule for calendar year (CY) 2011. Of particular note to NAPH members, the proposed rule includes a market basket update factor of 2.15 for hospitals that meet the requirements of the Hospital Outpatient Quality Data Reporting Program and a -0.15 percent update factor for those that do not. The rule also proposes a detailed process for eligible hospitals to apply for new residency slots under the health reform law's resident cap redistribution provision. Comments on the proposed rule are due by August 31, 2010.
