NAPH Submits Comment Letters on State Health Exchanges and Medicaid Eligibility Changes - November 1, 2011
On Oct. 31, NAPH submitted comments to the Center for Consumer Information and Insurance Oversight (CCIIO) on its proposed rule regarding the establishment of state health exchanges. In its letter, NAPH urged CCIIO to ensure that all essential community providers are included in the networks of qualified health plans. NAPH also encouraged CCIIO to ensure that essential community providers receive payment rates that are equal to the higher Medicare reimbursement rates or the highest negotiated reimbursement rates for similarly situated providers.
NAPH also submitted comments to the Centers for Medicare & Medicaid Services (CMS) on its proposed rule regarding eligibility changes in the Medicaid program under the Affordable Care Act. NAPH supported CMS’ proposal that states schedule redeterminations or renewals once every 12 months, and urged CMS to adjust Medicaid policies to ensure seamless transitions in coverage for individuals moving between the Medicaid program and qualified health plans in the exchanges.
